Hasina appoints her new cabinet with swathe of changes in portfolios

Prime Minister Sheikh Hasina has appointed her top team making AH Mahmood Ali the finance minister, while picking Hasan Mahmud to head the foreign ministry in a broad changing of the guard.

The 37-strong cabinet saw significant turnover from its previous iteration and new positions for old faces in the gazette published by the Cabinet Division on Thursday.

As she begins her fifth term in office, Hasina picked 25 ministers and 11 state ministers to run the country alongside her.

For a fresh start, 14 new names were added to the cabinet following the 12th parliamentary polls.

Mahmood Ali, a career diplomat with a Master's in Economics and experience as a lecturer in the subject, will take on the challenge of turning around an economy buffeted by global headwinds and longstanding issues.

Hasan Mahmud, who previously served as the state minister for foreign affairs in 2009, has been appointed the minister of foreign affairs.

Rising star Mohibul Hasan Chowdhoury was elevated as new education minister. He was Dipu Moni's junior at the ministry in the immediate past administration.

Hasina tapped Samanta Lal Sen out of politics to give him health.

Former chief whip Abdus Shahid will helm agriculture, while Md Faruk Khan, a former commerce minister, will lead civil aviation.

Saber Hossain Chowdhury, who Hasina had appointed her special envoy for climate change last June, will lead the forests and environment ministry. He had previously headed the parliamentary standing committee

Jahangir Kabir Nanak was brought back to the cabinet after a hiatus and given textiles and jute.

Abdus Salam has replaced MA Mannan at the planning ministry.

Zillul Hakim will take charge of the railways, Farhad Hossain will be the new public administration minister, while Nazmul Hassan, the Bangladesh Cricket Board chief, was handed bigger responsibilities as the sports minister.

In other developments, Abdur Rahman was given fisheries, Faridul Khan religious affairs, and Ubaidul Muktadir Chowdhury is the new minister of housing and public works.

Narayan Chandra Chanda got the land portfolio, while Dipu Moni has been moved to social welfare.

Senior cabinet figures Obaidul Quader, Anisul Huq, and Asaduzzaman Khan stayed put in the portfolios, and will continue in road transport and bridges, law, justice and parliamentary affairs, and home affairs, respectively.

The makeup of Hasina's new cabinet includes roles of state minister with information going to Mohammad Hossain Arafat, commerce to Ahsanul Islam Titu, and women and children’s affairs to Simeen Hossain Rimi.

Nasrul Hamid has been retained as state minister for power and Khalid Mahmud Chowdhury held down his position as state minister for shipping.

State minister Zunaid Ahmed Palak had telecommunications added to his portfolio of post and information technology.

Prime Minister Sheikh Hasina will oversee six ministries and divisions herself. These include the Cabinet Division, the Ministry of Defence, the Armed Forces Division, the Ministry of Power, Energy and Mineral Resources, the Ministry of Cultural Affairs, and the Ministry of Labour and Employment.

Eight ministers will return to their old posts in the new cabinet. They are:

· AKM Mozammel Haque - Ministry of Liberation War Affairs

· Obaidul Quader - Ministry of Road Transport and Bridges

· Anisul Huq - Ministry of Law, Justice and Parliamentary Affairs

· Nurul Majid Mahmud Humayun - Ministry of Industries

· Asaduzzaman Khan - Ministry of Home Affairs

· Muhammad Tajul Islam - Ministry of Local Government, Rural Development & Co-operatives

· Sadhan Chandra Majumder - Ministry of Food

· Yeafesh Osman - Ministry of Science and Technology

Five others make a return to the cabinet after a spell outside:

· Abul Hassan Mahmood Ali - Ministry of Finance

· Muhammad Faruk Khan - Ministry of Civil Aviation and Tourism

· Narayan Chandra Chanda - Ministry of Land

· Jahangir Kabir Nanak - Ministry of Textiles and Jute

· Saber Hossain Chowdhury - Ministry of Environment, Forest and Climate Change

The cabinet also sees seven new faces:

· Abdus Salam - Ministry of Planning

· RAM Obaidul Muktadir Chowdhury - Ministry of Housing and Public Works

· Md Abdur Rahman - Ministry of Fisheries and Livestock

· Md Abdus Shahid-Ministry of Agriculture

· Md Zillul Hakim-Ministry of Railways

· Nazmul Hassan Papon - Ministry of Youth and Sports

Three new ministers were elevated from their positions as state ministers or deputy ministers:

· Faridul Haque Khan - Ministry of Religious Affairs

· Farhad Hossain - Ministry of Public Administration

· Mohibul Hassan Chowdhoury - Ministry of Education

Two members of the previous cabinet were transferred to other posts:

· Dipu Moni - Ministry of Social Welfare

· Hasan Mahmud - Ministry of Foreign Affairs

· Three state ministers retained their old posts:

· Nasrul Hamid - Ministry of Power, Energy and Mineral Resources

· Khalid Mahmud Chowdhury - Ministry of Shipping

· Zunaid Ahmed Palak - Ministry of Posts, Telecommunications and Information Technology

· Zaheed Farooque - Ministry of Water Resources

Seven new state ministers were also appointed:

· Shafiqur Rahman Chowdhury - Ministry of Expatriates' Welfare and Overseas Employment

· Ahsanul Islam Titu - Ministry of Commerce
